Foreign Ministry Spokesperson Hua Chunying's Regular Press Conference on June 30, 2015

Vice Premier Wang Yang of the State Council will hold a bilateral chairmen's meeting of the China-Russia Prime Ministers' Regular Meeting Committee in Irkutsk, Russia, and attend the guest-of-honor activities at the 6th International Industry Fair INNOPROM to be held in Yekaterinburg, Russia from July 5 to 9.

Q:Premier Li Keqiang has concluded the summit with the EU leaders. Can you brief us on the outcomes produced at the summit?

A: The 17th China-EU Summit was held on the afternoon of June 29 local time at the headquarters of the European Council in Brussels. Premier Li Keqiang co-hosted the summit with European Council President Donald Tusk and European Commission President Jean-Claude Juncker.

Pragmatic outcomes are achieved at this summit. The two sides issued joint statements on the summit and the climate change, signed multiple cooperation documents in science and technology, intellectual property rights, regional policies, customs and other areas, and reached consensus on a wide range of topics.

China and the EU decided to combine China's Belt and Road initiatives with Europe's investment plan, and agreed to set up a China-EU joint investment fund, build a China-EU platform for connectivity and reach a comprehensive investment agreement between China and the EU as soon as possible. They concurred that pragmatic cooperation on climate change should be deepened making good use of the joint statement on climate change. They assented to the making of a roadmap on energy cooperation as well as more dialogue and cooperation on information and telecommunication technologies. They agreed to conclude the negotiation and signing of a visa-free agreement for people with diplomatic passports from both sides before the end of 2015, discuss streamlining procedures for people applying for business, tourism and student visas in a larger scope, and set up a China-EU dialogue mechanism on legal affairs.

Premier Li Keqiang envisaged the cooperation among China, the EU and a third party on international production capacity, and the EU side highly commended this. The two sides agreed to carry forward the principles and purposes of the UN Charter, and move forward the international order in a more equitable and reasonable direction. Leaders from the two sides also exchanged views on the Iranian nuclear issue, the Middle East issue, the Afghan issue and other international and regional issues.

Q: China has just announced that the land reclamation project on the Nansha islands and reefs would be concluded soon. Please update us on that.

A: It is learned from relevant departments that, the land reclamation project of China's construction on some stationed islands and reefs of the Nansha Islands has been completed recently as scheduled. In the next stage, the Chinese side will start the building of facilities to meet relevant functional requirements. The facilities, which mainly provide various civilian services, will enable China to better perform its international obligations and responsibilities in areas such as maritime search and rescue, disaster prevention and mitigation, marine scientific research, meteorological observation, ecological environment conservation, navigation safety as well as fishery production service. Necessary military defense requirements will also be fulfilled.

Q: The Egyptian Prosecutor-General was killed in a car bomb attack yesterday, the most senior official assassinated over the recent period of time. Do you have any comment on this?

A: The Chinese side condemns the attack that occurred in Egypt the other day, expresses condolences to the deceased and extends sympathies to his family.

The Chinese side stands against all forms of terrorism, supports Egypt's efforts to maintain stability and hopes for the realization of stability and development in Egypt at an early date.

Q: First, will Foreign Minister Wang Yi attend the Iranian nuclear talks in Vienna? Second, media reports say that China has invited Indonesia, Vietnam and the Philippines to the military parade marking the 70th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War. Can you confirm this?

A: On your first question, Chinese Vice Foreign Minister Li Baodong is now in Vienna for the P5+1 Foreign Ministers' meeting on the Iranian nuclear issue. We believe that a comprehensive and enduring solution to the Iranian nuclear issue is of great significance to the international nuclear non-proliferation regime and regional peace and stability. At the current critical stage of negotiation, we hope that all parties would further display a flexible and constructive attitude, make early political decisions, and strive for a comprehensive agreement that is mutually beneficial, equitable and balanced at an early date. The Chinese side will continue to play a constructive role with an unbiased and equitable stance. I have no information at the moment with regard to whether Foreign Minister Wang Yi will attend the meeting.

On your second question, the Information Office of the State Council held a press conference on relevant events to be held marking the 70th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War. As for which countries are invited to the commemorations, we are still in communication with relevant countries, and I have nothing to offer at the moment.
