Deadlock in Syrian peace talks. Polio surge in Afghanistan. I’m Ray Kouguell, reporting from Washington.

United Nations mediator Lakhdar Brahimi says no progress has been made in negotiations aimed at bringing almost 3 years of bloody war in Syria to an end. The two sides remain far apart. Let’s hear from Lisa Schlein in Geneva. Looking weary, UN mediator Lakhdar Brahimi describes the start of this week of talks as laborious. He says the two sides remain stuck on the same two basic issues. Brahimi says the government delegation is bent on talking about violence and terrorism, while the opposition wants to discuss moves towards establishing the government of transition. The opposition backed by western powers argues President Bashar al Assad has lost all legitimacy and should not be part of any transitional process. Syrian government delegates reject any effort to remove the president. Lisa Schlein for VOA News, Geneva.

Algerian State Television says 77 people died when a military plane slammed into a mountain near the northern city of Constantine Tuesday. Algeria's Defense Ministry says one person survived the crash and is undergoing treatment at a regional military hospital. Official Algerian media linked the crash to bad weather including snow and Gale force winds. President Abdelaziz Bouteflika declared a 3-day period of national mourning.

Pakistani officials say at least 11 people were killed after assailants threw grenades into a crowded movie theater in the city of Peshawar. At least 20 others were injured. There’s been no claim of responsibility for the attack. It comes amid peace talks between the government and the Pakistani Taliban ending almost a decade long insurgency in Pakistan’s northwest.

Polio is back and arise in Afghanistan and Pakistan. Sharon Behn reports from Islamabad on the failure to wipe out the crippling disease. Afghan authorities immediately kicked off a vaccination campaign in the eastern part of the city where the girl is from, branching out into the entire capital. Per Engebak, UNICEF’s polio team leader in Islamabad says the polio case in Kabul is directly linked to neighboring Pakistan. "The case in Kabul as with all the polio cases we have in Afghanistan lately are genetically linked to Peshawar Valley." Peshawar is located in northern Pakistan, not far from the Afghan border. Sharon Behn, VOA News, Islamabad.

President Obama prays enduring alliance between France and the United States while hosting French President Francois Hollande at the White House. Talks between the two leaders Tuesday covered Iran nuclear negotiations, Syria, counterterrorism efforts in Africa, trade, economic issues and climate change. Mr. Obama is honoring Mr. Hollande in a few hours with the first state dinner of his second term as president.

Taiwan and China have held their first-time high-level political talks since their civil war ended 65 years ago. The Tuesday meeting in the southern Chinese city of Nanjing comes amid warming relations across the Taiwan Strait. There’s no official agenda but many expect to be a largely symbolic visit.

Thai officials say they will hold elections on April 27th for districts where parliamentary voting was disrupted by anti-government activist on February 2nd. The Election Commission says the rerun of the vote will leave Prime Minister Yingluck Shinawatra in charge of a caretaker government with limited expanding powers for at least 2 and a half more months.

A spell of warm weather is disrupting events at the Winter Olympics in Sochi, Russia, presenting a challenge for Olympic organizers with temperatures forecast rise again this week. Athletes have voiced concerns that melting soft snow is hampering their ability to compete. In Tuesday’s action, Canadian Freestyle skier Dara Howell won the first ever Olympic slopestyle event. Her victory gives Canada 9 total medals, ahead of the Netherlands and Norway which has 7 each. And 6 medals won by both US and Russia.

Shirley Temple Black, the child star who lifted the spirits of American movie audiences during the Great Depression of the 1930s, has died at the age of 85 of natural causes at her home near San Francisco, California. Shirley Temple Black launched her second career as a diplomat in 1969, President Richard M. Nixon appointed her to the US delegation to the UN. She went on to serve US ambassador to Ghana in the 1970s and ambassador to Czechoslovakia in 1989.
