UN charges North Korea for committing crimes against humanity. Pakistan peace talks break down. I am Ray Kouguell, reporting from Washington.

A United Nations report condemns North Korea for systematic rights violations amounting to crimes against humanity. They include summary executions, rape, torture, forced abortions and enslavement. VOA's Daniel Schearf reports. A UN Commission of Inquiry says rights abuses in North Korea are widespread, systematic and designed to maintain political power. The Commission's findings were based on satellite imagery and interviews with more than 80 witnesses. Many of them were defectors who survived prison camps and escaped across the border through China.

North Korea refused to allow UN investigators to visit the country and rejected the panel's formation as slander against it. Despite the call for prosecution, there is little chance North Korean leaders will face justice. A UN Security Council decision would be needed to send the case to the International Criminal Court, and North Korea's main backer, China, has veto power. Daniel Schearf, VOA News, Seoul.

At least 9 people have been killed and dozens injured in a building collapse in the South Korean city of Gyeongju. Officials say more than 500 foreign language students were gathered in the building for a freshman orientation event when it collapsed late Monday. Many of the students were able to safely evacuate the building, but about 70 were sent to hospitals with injuries. South Korean officials speculate heavy snow on the roof of the building may have caused it to fall.

The rebel Free Syrian Army appointed a new commander after months of losing ground to both government forces and Islamist fighters. The Western-backed, moderate forces cited the ineffectiveness of Salim Idris, replacing him with Abdul-Ilah al-Bashir.

US Secretary of State John Kerry says Russia is making it possible for Syria's President Bashar al-Assad to wage a campaign of terror against his own people. During a visit to Indonesia, Secretary Kerry called on Moscow to do more to help bring about an end to the Syrian conflict through talks in Geneva.

VOA's Scott Stearns has more. Secretary Kerry says the continued use of barrel bombs against civilians by Assad's forces show his government is still pursuing a military solution to more than 3 years of violence. “Russia needs to be part of the solution and not be contributing so many more weapons and so much more aid that they are in fact enabling Assad.” Kerry said efforts to find a political solution in the violence have so far failed, in part, because Russia is not doing enough to support peace talks in Geneva. Russian Foreign Minister Sergei Lavrov says its opposition supporters, among them the United States, who are delaying progress by focusing on forcing President Assad from power. In Iraq at least 15 people have been killed in 2 separate car bombings in Baghdad. The deadliest attack happened in the mostly Shiite neighborhood of Ur, where a car bombing killed at least 8 people and wounded 20 others. There has been no claim of responsibility for the attacks.

Peace talks between the Pakistani government and Taliban insurgents broke down Monday after the Taliban said it had killed 23 captive soldiers. The insurgents said the killings were in retaliation for fighters they claim were killed in government custody. The government pulled out of the talks and Prime Minister Nawaz Sharif condemned the killings. A date for another round of talks is not scheduled.

The co-pilot of an Ethiopian Airlines flight headed for Rome from Addis Ababa hijacked the plane Monday, landing it safely in Geneva where he was then taken into custody. Authorities say the co-pilot, in his early 30s, took control of the Boeing 767 by locking the cockpit door after the pilot left for a bathroom break. Swiss officials say the co-pilot climbed out of the cockpit on a rope and turned himself over to authorities, saying he was seeking asylum because he feared persecution at home.

The United States ice dancing team of Meryl Davis and Charlie White took the gold medal at the Sochi Winter Olympics, the first time the Americans have won that event. Belarus captured 2 golds, with victories in the women's 12.5-kilometer mass start biathlon and the men's aerials. Russia won the 2-man bobsled race. Germany captured the gold in men's team ski jumping. Russia and the US are now tied to 18 medals apiece at Sochi, just ahead of the Netherlands at 17. Germany has won the most gold medals with 8.
