President Obama orders his military to a prepare for a sooner than expected withdrawal from Afghanistan. And Washington expels 3 Venezuelan diplomats in tit-for-tat move. I’m Michael Lipin, reporting from Washington.

US President Barack Obama has told the Pentagon to prepare for the withdrawal of all troops from Afghanistan by the end of the year in case a long delayed bilateral security agreement remains unsigned. White House spokesman Jay Carney said Tuesday the president told Afghan President Hamid Karzai that Washington will leave open the possibility of concluding an agreement with Afghanistan later this year. But Carney said the longer such a deal is delayed, the more likely it becomes that any US mission in Afghanistan will be smaller in scale after 2014.

“The fact that president Karzai has indicated that it’s unlikely he will sign the BSA means that if he doesn’t sign it is at least possible that a successor Afghan government might sign it but that pushes us later into a year and the longer we go without a signed BSA by necessity the more narrow in size and ambition, the mission for a post 2014 force would be. While US Defense Secretary Chuck Hagel said the Defense Department will plan for an orderly withdrawal from Afghanistan as well as for US participation in an NATO-led mission focused on training and assisting Afghan security forces.

The United States have expelled 3 Venezuelan diplomats a week after Venezuela expelled three American diplomats whom it accused of conspiring with student protesters. The State Department said Tuesday the Venezuelan envoys have 48 hours to leave the United States. The Venezuela and the United States have not had ambassadors in each other’s countries since 2010 although they have maintained embassies. While despite the latest tensions, Venezuela is expected to name a new ambassador to the US soon. The Venezuelan President Nicolas Maduro said Monday he is selecting an ambassador to improve dialogue.

Western and Russian officials are giving their opinions about Ukraine’s political future after last week’s opposition ouster of President Victor Yanukovych, an ally of Russia. Ukrainian parliament also approved a motion Tuesday to send the fugitive president to the International Criminal Court to face trial, on charges of murdering protesters. VOA’s Pamela Dockins has more. EU Foreign Policy Chief Catherine Ashton says European leaders want to help a new Ukrainian government move the country forward in the way that it chooses.

“Of course that needs to be inclusive and it needs to have expertise that will be so necessary and it needs to have both lasting political solutions and a credible economic plan.” Ashton commented after she met Tuesday with Ukrainian officials in Kiev including former prime minister Yulia Tymoshenko who was freed from prison on Saturday. Meanwhile, Russian Foreign Minister Seigey Lavrov says his country has reaffirmed its position of non-interference to Ukrainian affairs but it’s also calling for national dialogue and return of the rule of law. A newspaper in Uganda has published a list of what it calls the country’s top homosexuals a day after the president signed a new anti-gay law. The Red Pepper tabloid published the list of 200 names and several photos under a large headline that read: 'exposed'. Ugandan gays have expressed concerns about being arrested under the new law which strengthens punishment for gay sex and damns the so-called promotion of homosexuality. The United States is urging Uganda to repeal the measure, the White House calls it an affront to Ugandan gays and says it will also hamper the fight against AIDS.

While Indonesia has opened a regional recycling conference aimed at increasing awareness of waste management for economic and environmental benefits. The 5th regional 3R Forum in Asia and Pacific which opened in Surabaya Tuesday is being attended by 300 participants from nearly 40 Asia and Pacific countries. Surabaya was chosen to host the event because of its success in managing municipal waste through the 3Rs, which stands for reduce, reuse and recycle.

And the Philippines is demanding an explanation from Beijing after the Chinese coast guard allegedly fired a water cannon at Filipinos fishing in a disputed area of the South China Sea. Manila on Tuesday summoned China’s top envoy in the Philippine capital to protest the incident which happened last month near an uninhabited Scarborough Shoal. I’m Michael Lipin, for VOA News.
