Ukraine says a lasting cease-fire in its conflict will only be achieved if Russia completely withdraws from Ukrainian territory.

And the U.N. health agency says Ebola outbreaks in Nigeria and Senegal appear to have stopped.

The Ukrainian foreign minister says a full withdrawal of Russian forces and heavy weapons from eastern Ukraine is a precondition for a sustainable cease-fire with pro-Russian separatists.

Speaking at the United Nations in New York on Monday, Pavlo Klimkin told reporters that Russia has to show political will to enable a lasting truce in Ukraine's conflict.

Klimkin said other preconditions for a cease-fire include Russia closing its border with Ukraine and the release of Ukrainian hostages held by the separatists.

Moscow has consistently denied having any soldiers inside Ukraine or arming the pro-Russian rebels.

In another development on Monday, Ukrainian officials said they have started to withdraw troops from the front lines in eastern Ukraine, as part of a deal with the separatists to create a buffer zone between the opposing forces.

The World Health Organization says Ebola outbreaks in Nigeria and Senegal appear to have stopped, although the regional death toll from the disease continues to climb.

A report from the W.H.O.'s Africa office says there have been no reports of new Ebola cases in Nigeria since September 8th, and no reports from Senegal since its first and only Ebola case on August 29th.

The W.H.O. said the outbreaks in both countries appear to have been contained.

A separate report by the agency says Guinea, Liberia and Sierra Leone continue to see new cases.

More than 130,000 Syrian Kurdish refugees have flooded into Turkey in the past few days, as the Islamic State militant group bears down on the Syrian Kurdish town of Kobane.

Turkish authorities have clashed with hundreds of Kurdish protesters, many of whom want to cross into Syria to defend fellow Kurds from the onslaught.

The militant group, also known as ISIS, released a statement on Monday urging Muslims to kill Westerners whose countries have joined the campaign against it.

Henry Ridgwell has more from London.

Kurdish fighters in northern Syria struggle to halt the advance of well-armed Islamic State militants. 19-year-old Dalil Boras recorded the battle on his cell phone.  On Sunday, he led his family over the Turkish border to safety. He now plans to return to Syria.

"The battle has been so brutal, because ISIS has 50 tanks," he says.

"They captured around 50 villages and they are still advancing and killing everyone, children, women, anyone Kurdish, saying they are infidels."

The Islamic State group meanwhile has called for jihadists in the West to launch attacks on the United States and France - the two countries which have so far carried out airstrikes on ISIS positions.

Afghan President-elect Ashraf Ghani Ahmadzai has delivered his first speech since being declared the winner of the country's disputed presidential election, promising that his administration will be accountable to the people.

Mr. Ghani told a gathering of supporters in Kabul on Monday that his government will end corruption and establish peace in the country.

His remarks came a day after Mr. Ghani signed a deal to share power with his election rival, former foreign minister Abdullah Abdullah.

The agreement ended months of political turmoil in which both candidates claimed victory in a bitterly disputed June presidential run-off vote.

Under the new agreement, Mr. Ghani will share power with a chief executive that Abdullah will propose, and the two will jointly decide who leads key financial and security institutions. 

Security is more visible at the White House in Washington, after an intruder jumped a fence last week and entered the presidential mansion before being apprehended.

On a sunny Monday here in the U.S. capital, Secret Service agents patrolled with dogs on the sidewalk outside the White House, while other agents could be seen on the rooftop.

Secret Service chief Julia Pierson ordered the extra patrols and increased security surveillance along the black fence surrounding the building.

The presidential security agency is investigating how the intruder scaled the fence last Friday.
