A car bomb in Iraq kills Shi'ite militiamen in an area that government forces recaptured from Sunni militants.

And the U.S. ambassador to the U.N. says West Africa's need for help in fighting Ebola is "staggering."

I'm Michael Lipin reporting from Washington.

Iraqi authorities say two car bombings in the country have killed about 34 people.

In one of Monday's attacks, a suicide bomber killed 24 Shi'ite militiamen at a security checkpoint near Jurf al-Sakhar. That's a town that government forces recently recaptured from Islamic State militants.

A day earlier, Iraqi Prime Minister Haider al-Abadi said the recapture of Jurf al-Sakhar, about 50 kilometers south of Baghdad, was a "fatal blow" against the Islamic State group.

The Sunni extremists had occupied the town since July.

In Monday's other attack, a car bomb exploded in a central Baghdad neighborhood filled with shops and restaurants, killing at least 10 people.

In another development, the U.S. military said Monday it launched 11 airstrikes against Islamic State targets in Iraq and Syria in the past day.

The U.S. ambassador to the United Nations is calling for a greater international response to the Ebola outbreak that has killed almost 5,000 people in West Africa.

In a Twitter message posted on Monday as she spent a day in Guinea, Samantha Power said the "scale of need is staggering." She also said the "most basic resources will help save lives."

Power later touched down in Sierra Leone for the second leg of her regional tour, which also will take her to Liberia.

Guinea, Sierra Leone and Liberia all have been hit hard by Ebola.

In Guinea, Power highlighted the efforts of Doctors Without Borders to treat Ebola patients.

The Obama administration is appealing to U.S. state authorities not to take drastic measures to isolate medical workers returning from Ebola-affected countries of West Africa.

VOA White House correspondent Luis Ramirez has more.

White House spokesman Josh Earnest did not go as far as openly criticizing the governments of states like New York and New Jersey for requiring health workers coming from Ebola zones to be quarantined.

But he said any policy meant to protect Americans from Ebola should be based on science and should also consider the wider implications.

"We want to make sure that whatever policies are put in place in this country to protect the American public do not serve as a disincentive to doctors and nurses from this country volunteering to travel to West Africa to treat Ebola patients."

Earnest said people like Kaci Hickox are heroic.

Hickox is the nurse who was quarantined in a tent by the U.S. state of New Jersey after she came back from working with Ebola patients in West Africa.

The case triggered outrage among some medical experts who criticized the measure as inhumane and unnecessary.

Two Ukrainian pro-European parties are in the lead after a parliamentary election on Sunday.

With more than 65 percent of the votes counted, Ukraine's Central Election Commission says Prime Minister Arseniy Yatsenyuk's Popular Front is in first place, with nearly 22 percent of the vote.

A political bloc headed by the prime minister's ally, President Petro Poroshenko, was a close second, with 21 percent.

A third pro-Western party called Self Help was in third place with about 11 percent, while the Opposition Bloc party of Ukraine's ousted pro-Russia president Viktor Yanukovych was fourth with almost 10 percent.
 
Mr. Poroshenko and Mr. Yatsenyuk both support closer ties with the European Union and have campaigned for reforms that they say are needed to lift the country from the brink of bankruptcy.

Countries in the Horn of Africa will receive more than $8 billion for economic development under a new initiative unveiled in Ethiopia.

Monday's aid pledges came from the European Union and three international development banks at a regional meeting in Addis Ababa, hosted by U.N. Secretary-General Ban Ki-moon.
 
The multi-billion dollar initiative is designed to help eight Horn of Africa nations to reduce poverty and create economic growth and opportunities.

The nations include Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan and Uganda.
