From Washington, this is VOA news. I'm Dave DeForest reporting.

A high-level visit to Iraq: U.S. Defense Secretary Ash Carter made an unannounced visit to Iraq, saying he wanted a first-hand look at U.S. and Iraqi efforts to thwart the advances of Islamic State militants. Heather Murdock has more.

"In a Wednesday briefing, released to the public Thursday, Pentagon spokesman Colonel Steve Warren said Carter is visiting Iraq to see what the U.S. can do to improve the security situation. The next major move for the Iraqi government, supported by a U.S.-led coalition, is the re-taking of Ramadi, a strategic city held by ISIS. 'Iraqi security forces are positioning themselves at various locations around Ramadi and in a sense(cinch), to place a noose around the city.' He says between 1,000 and 2,000 militants are believed to be holding Ramadi but that their supply lines are being cut off by Iraqi troops.  Heather Murdock, Cairo."

Top Obama administration officials faced tough questioning in the first Senate hearing on the Iran nuclear agreement. Congress has to accept or reject the accord by mid-September. Secretary of State John Kerry urged members of the Senate Foreign Relations Committee to accept the agreement.

"The choice we face is between an agreement that will insure Iran's nuclear program is limited, rigorously scrutinized and wholly peaceful, or no deal at all."

Kerry was testifying at the hearing along with Energy Secretary Ernest Moniz, and Treasury Secretary Jack Lew.

The European Union has opened an antitrust case against six major U.S. film studios and Sky U-K of Britain, charging that they unfairly restrict access to their content to European Union customers. The EU Commission's Statement of Objections has named Disney, NBCUniversal, Paramount, Sony, Twentieth Century Fox, and Warner Bros.  The statement says Sky UK's licensing agreement with these companies requires it to allow viewers access to their films only in Britain and Ireland, and not in the rest of the European Union.

A Russian Soyuz capsule has landed at the International Space Station, after a two-month delay.  The delay was caused by the earlier failure of an unmanned Russian cargo ship. Officials said the capsule reached the orbiting laboratory Thursday, less than six hours after its launch from the Baikonur base in Kazakhstan.

U.S. and Turkish media report that President Recep Tayyip Erdogan has agreed to let U.S. fighter planes use Incirlik Air Base in Turkey.  The base will be used by the U-S to launch attacks on Islamic State militants inside Syria.  The U-S government has not publicly discussed details of new cooperation between the two countries.

A United Nations watchdog committee is criticizing France for being too slow in investigating allegations of sexual abuse of children by French soldiers in the Central African Republic.  Lisa Schlein reports.

"Fourteen French soldiers on duty in the Central African Republic reportedly are charged with demanding sexual favors of young boys in return for food. U.N. Human Rights Committee chair Fabian Salvioli tells VOA that committee members asked the delegation how the criminal prosecution against the soldiers was proceeding. 'The government said that there is a trial and I can’t give more information.' Salvioli says the committee has told the French government to speed up the prosecution and to punish the soldiers if they are found guilty. Lisa Schlein, Geneva."

Afghanistan on Thursday lodged an official complaint with Pakistan over alleged cross-border shelling by the neighboring country's troops this week.  The shelling killed three Afghan civilians and wounded two others.  A statement says Deputy Foreign Minister Hekmat Khalil Karzai summoned the Pakistani ambassador to Kabul to register the protest and convey the concern of his country over the incident.
