I'm Dave DeForest reporting. The climate summit begins in Paris: U.S. President Barack Obama urged world leaders to "rise to this moment," telling them their progress at the U.N. climate summit in Paris will be measured by "the suffering that is averted and a planet that is preserved."

"We have broken the old arguments for inaction.  We have proved that strong economic growth and a safer environment no longer have to conflict with one another.  They can work in concert with one another, and that should give us hope."

The summit participants are trying to reach an agreement on measures to keep global temperatures from rising more than 2 degrees Celsius above pre-Industrial Revolution levels.

Mr. Obama voiced regret Monday to Russian President Vladimir Putin over the Turkish shootdown of a Russian jet fighter last week.  Mr. Obama urged the Russian leader to reduce tensions with Turkey over the incident.

The U-S State Department says it has evidence from its own sources and from Turkey that the Russian jet shot down on the Turkey-Syria border last week had violated Turkish airspace. A spokeswoman says Turkey warned the Russian pilots multiple times but received no response. Russia has insisted that the plane never left Syria.

Pope Francis has ended his African trip.  The pontiff's first official visit to Africa took him to three countries. He flew out of the Central African Republic early Monday afternoon after celebrating Mass before a huge gathering at the national stadium in the capital, Bangui. Earlier, at the main mosque in Bangui, the pope said Christians and Muslims are brothers. He said that his visit to the country would be incomplete without meeting Muslims. This is VOA news.

The United States tightened its visa waiver program Monday in the wake of the Paris terrorist attacks.  It added new screenings for travelers heading to the U.S. from the 38 countries around the world whose citizens need a visa to enter the country.

The International Monetary Fund Monday added China's yuan to its basket of key global currencies. The IMF said that the yuan is qualified to be added to the U.S. dollar, Europe's euro, the Japanese yen and the British pound as one of the currencies in the world organization's Special Drawing Rights grouping. The action takes effect next October.

In the Democratic Republic of Congo, there has been a mixed response from opposition parties and civil society to President Joseph Kabila's call for a political dialogue to sort out election issues.  The biggest opposition party has given the president's call a mild welcome, while other opposition parties have mostly rejected it.  Nick Long has more.

"The DRC's biggest opposition party, the UDPS, does not appear to have issued a public communiqué in response to the president's call for a dialogue. But UDPS spokesman Augustin Kabuya told VOA a dialogue is needed to settle electoral issues, without which elections cannot take place. Kabuya rejected accusations that the party plans to reach a power-sharing deal with President Kabila, allowing him to remain in power beyond his constitutional two-term limit. The other two main opposition groupings, known as the G7 and the Opposition Dynamic,  issued a joint statement. The statement said Kabila's agenda for the dialogue clearly show he intends to stay in office.  It also accused his government of many failings. Nick Long, Kinshasa."

The United Nations says overnight attacks on civilians by Ugandan rebels in an eastern border region of the Democratic Republic of Congo has left at least 24 people dead. A U-N spokesman says the attacks in the Beni region by an Islamist group known as the Allied Democratic Forces left one U.N. peacekeeper dead.

Former prime minister Roch March Christian Kabore holds a strong lead as results trickle in from Burkina Faso's presidential election. Partial returns Monday showed Kabore ahead with more than 50 percent of the vote, setting up the possibility he  will win a first-round victory.

A Jerusalem court convicted two Israeli youths Monday for last year's killing of a 16-year-old Palestinian teenager who was burned to death in East Jerusalem. The court postponed its verdict for a third defendant in the case after the man's lawyer submitted a last-minute insanity defense. The two youths are due to be sentenced in January. Abu Khdeir was abducted and then burned to death in retaliation for the kidnapping and killing of three Israeli teens.

奥巴马说道:“我们的无所作为破坏了在气候问题上曾作出的决断。我们已经证明了加强经济增长与进一步保护环境不再彼此冲突。二者可以相互协调发展,这给了我们希望。”

以工业革命前全球温度为基准,为了使未来全球温度增长保持在2摄氏度以内,与会各方试图就相应措施达成一项协议。

联合国称乌干达叛军对刚果共和国东部边境地区发动整夜袭击,导致至少24人死亡。一名联合国发言人表示一名联合国维和人员在伊斯兰组织民主力量同盟在贝尼地区的发动的袭击中丧生。

前总理罗克·马克·克里斯蒂安·卡波雷在布基纳法索的总统选举中取得遥遥领先。周一公布的部分结果显示卡波雷得票超过半数,领先其他竞争者,很有可能取得首轮胜利。
