郑州向社区分配精神病筛查指标引质疑

10月10日是第22个世界精神卫生日,拥有900多万人口的河南省郑州市,因为一则关于精神病患者的新闻成为舆论关注的焦点。

有媒体报道称:“自去年10月开始,河南郑州各个社区的基层医护人员被要求筛查本辖区内的重性精神疾病患者,人数不得低于辖区人口总数的2‰,这意味着要在1000个人中至少找到两个重性精神病患者。而这一任务,被纳入卫生部门对社区医院的考评中,如果完不成就会面临上级的督导。”

对此,你怎么看?

A city in central China's Henan province has apportioned quotas to community health centers to find people with serious mental illness.
No less than two cases for every 1-thousand residents is the standard set for each residential community to identify and register.
If health workers fail to register enough patients, they will be deducted marks in health authority assessments and placed under supervision.
The mental health registration work in Zhengzhou city is part of a nationwide program for people with mental illness launched in May 2012.

Director of Linshanzhai community health center, who wants to keep anonymity, says on ifeng.com,
I don't know the exact number of patients with serious mental illness in our community. Although the center offers free drugs and other services to patients, registration is still hard as few people are willing to admit to their mental illness. We must respect people's wishes.

A health worker surnamed Ma complains on news.163.com,
There are not many seriously mentally ill patients in our community. We could not meet the quota if we respected the truth. We had to take patients with other diseases and lied on the figures. We had no other choice.

However, another health worker, Huang Linlin, says on shanghaidaily.com,
We were told to find 71 patients in our residential community, but we found only 12. We had them recorded and reported. The genuine data is much more important than our assessment scores.

Director of Jingwulu district community health center, Feng Xinsheng, tells hexun.com,
This quota is totally ridiculous! How can the authority count the number of mental illness patients according to a quota? Different residential communities have different figures. People in my community generally have good mental health, whereas some other communities like those in rural areas might have worse situations. It depends. The authorities should have made statistics according to real situations in different places rather than simply based on a certain quota!

An expert on mental health law, Huang Xuetao, points out on news.sina.com,
First of all, we should admit Zhengzhou authorities' efforts to improve local psychiatric healthcare are well-intentioned. But as far as I'm concerned, emphasis of such a movement should have been placed on how to better help those genuine patients recover. There's no meaning at all by forcing doctors to lie about the figures. Magnified figures could only result in a waste of medical resources. Please don't bring any more bureaucracy into the field of medical work.
