Voters across the United States are casting ballots in a pivotal election that will determine whether Democrats or Republicans control Congress during President Barack Obama's final two years in office. All 435 seats in the House of Representatives and a third of the Senate's 100 seats are at stake. The main focus is the Senate, where many political analysts say Republicans are poised to win the six seats necessary to seize control of the chamber from Mr. Obama's Democratic Party, which now holds a 55-seat working majority. Republicans are expected to retain -- and perhaps expand -- their solid 233-seat majority in the House.

Opposition leaders in Burkina Faso have called off protests as they continue holding talks with the country's military leadership on forming a government of "national consensus." The military took control last Friday, after longtime president Blaise Compaore resigned in the face of protests against his effort to amend the constitution to allow him to run for another term.

NATO says it's observed Russian troops moving closer to the Ukraine border. NATO Secretary General Jens Stoltenberg says the alliance has seen the maneuvers as Moscow continues to support separatists with equipment and special forces in eastern Ukraine. A pro-Russian rebel leader was sworn in Tuesday as the head of a self-declared "people's republic" in eastern Ukraine, following elections condemned by the United Nations, the United States, the European Union and Kyiv as illegal and destabilizing.

Two bomb attacks killed at least four people Tuesday in Pakistan's northwest tribal region of Khyber. No responsibility.

Police and eyewitnesses in eastern Pakistan say an angry crowd attacked and beat a married Christian couple to death, after accusing them of desecrating a Quran. The mob later burned the bodies in the brick kiln where the victims worked. The deadly incident occurred Tuesday in a town about 60 kilometers southwest of Lahore. Provincial authorities have launched an investigation and ordered police to increase security at minority Christian neighborhoods across Punjab.

The United Nations is appealing for 173 million dollars to help displaced people in Iraq withstand the coming winter. About one-point-nine million people have been forced to flee their homes with little more than the clothes on their backs because of attacks by the Islamic State militant group. Lisa Schlein has details:

“Spokesman for the U.N. Office of the Coordination of Humanitarian Affairs, Jens Laerke, says the weather is already biting. In many parts of Iraq, he says displaced people are being hit with heavy rain, wind, storms and low temperatures. "The situation in Iraq is, as we have said on numerous occasions, disastrous. Hundreds of thousands are sheltering in unfinished buildings and public facilities, including schools or in informal settlements, as well as out in the open. The United Nations says priority needs include weather-appropriate tents, warm clothing, food, heating and cooking fuel, and health services.

Hundreds of thousands of Shi'ite pilgrims have gathered in the holy Iraqi city of Karbala for the annual Ashura commemoration, despite the threat of Sunni extremist attacks. Iraq's security forces have deployed tens of thousands of troops to protect the pilgrims who are observing the 7th century death of Prophet Muhammad's grandson, Hussein, one of Shi'ite Islam's most revered figures.

The European Union cut its already low economic growth forecasts further, indicating the recovery in E-U countries will remain sluggish. Officials from the 18-country Eurozone says it will grow by just point-eight percent this year. That's down from an earlier figure of one-point-two percent. Pierre Mosco-vici is the European Union Commissioner for Economic and Financial Affairs, Taxation and Customs:

“There is no magic bullet. There is no single answer. All member states need structural reforms, credible fiscal policies and clear support to investment.“

Officials say France and Italy remain a hindrance to European economic recovery.
